The crisis of credibility of the G8 was then fed by deep changes in the framework of international balances, where it is clear that there is increasingly active in emerging countries, including major powers such as Brazil, China and India. A crisis of credibility that has taken the shape of a c ompetizione between vertices and sizes : G8 vs G20, and vice versa. In this context, the Italian presidency did not seem to have the authority needed to deal with a difficult task: the business card had been cut by 56% of resources for poverty alleviation of the Ministry of Foreign Affairs, its early 2009.

concern for the future of the G8 are certainly not exceeded, but the fiasco was avoided. In particular, this summit will come out important signals on multiple fronts.

The summit of L'Aquila has launched an initiative dedicated to food safety . This is a result that is the conclusion of a process initiated by starting ' appeal by FAO in June 2008 for urgent action to beat the food crisis and reverse the trend of the past twelve months, in which more than are over 100 million people below the hunger and poverty. This initiative has taken shape in an ad hoc declaration, the contents of which were under discussion at the last minute. The initiative of President Obama gave a decisive boost. The statement was signed by all the delegations attending the Summit and not only by eight.

The Declaration provides that in the next three years are spent $ 20 billion in aid to agriculture, food security and sustainable agricultural development . It 's a poor goal : FAO estimates that 30 billion dollars a year needed to assure everyone the right to food, according Actionaid, the G8 countries should contribute 23 billion dollars per year to reach this goal, according to their economic weight . These are commitments to the significance of the budgets of major industrialized countries, which in recent months have invested tens of thousands of billions in response to the financial crisis.

must also be acknowledged that the agreement reached in Aquila puts food security at the heart of the issue of investment in the agricultural sector, which in the past twenty years have passed since 17% of total aid to around 3% .

There are contradictions in the position agreed at the Summit, as in the case of India as a market essential lever to address the fight against hunger and at the same time, the reference to the right and proper role of small producers , which are a key player as they are in the forefront of the community who suffer from hunger. There is no lack of transparency also doubts about these commitments, meaning that we monitor what resources will be properly accounted , and then will actually be taken into account only those for agriculture, or rather not be accounted for even emergency food aid, that right thing, but different in terms of agricultural development. There are also plenty of concern, but there are also positive elements, from which we can continue to work in the coming months.

In terms of climate change, G8 has agreed to reach a 80% reduction in emissions by 2050, and supporting a global reduction of 50% . This articulation of objectives - those adopted by the G8 countries and those that must be shared with the rest of the international community - reflecting the ' absence of a comprehensive agreement on long-term results . In this respect, note the position of developing countries, who claim not to be subjected to conditions that hinder their economic growth. The Summit as a whole has failed completely, both the G8 and all the countries present in L'Aquila, identifying milestones , on which was also felt in those days the voice of non-governmental organizations (a 40% reduction by 2020 ).

In terms of climate change, a positive trend is the ' global agreement reached on the threshold increase of 2 degrees Celsius compared to pre-industrialization in order to contain global warming, and from this we can start to try to reach an agreement at the climate change conference in Copenhagen, which will be held in December under the auspices the United Nations. Wholly inadequate is the result of the Summit on the resources required to mitigate and combat the implications of climate change, for which official documents are limited to requiring the commitment of the international community without setting specific commitments. The front of

aid to Africa is among those who have raised major concerns because the summit is limited to restating the commitments made in the 2005 Summit , in which it was agreed to bring resources to the African continent to 50 billion dollars a year by 2010.

Italy has not, during the Summit, the signals need to be credible in its initiative. In particular, missed the announcement of the plan to realign the Italian co-operation with European objectives, to deliver aid from the current 0.22% to 0.51% of national wealth by 2010 and 0.7% by 2015, . The possibility of this plan were positively expressed the Foreign Minister of Finance is one, but there has been no final announcement by the Prime Minister. The Prime Minister has instead taken a solemn pledge at the press conference on July 9 the payment rate for 2009 to the Global Fund to fight HIV Tuberculosis and Malaria: 130 million € by "the end of the month" . still missing the call for clarification on what the Italian side of the 20 billion dollars for agriculture , there are statements that give our country a commitment of $ 450 million, but it is still unclear whether the new resources that will at least offset the cuts introduced by the financial year.

avoided the fiasco, the G8 has just built a road that will be covered by commitments at the national level and at the forthcoming international forums, from the top G20 September in Pittsburgh.

DPEF.

The Economic and Financial Planning Document (DPEF) approved yesterday by the Council of Ministers is inconsistent with the statements by the Prime Minister at the G8.

"If the contents of the DPEF are those submitted, Italy will not have provided resources to fully honor its international commitments to combat poverty ," said Marco De Ponte, secretary general of ActionAid "This is particularly serious and clashes with the commitments and declarations made by Prime Minister Berlusconi a few days ago at the G8 meeting. "

At that time, in fact, the Prime Minister recognized the need and willingness to return to Italy to do their part for cooperation with countries in the developing world.

"But this will in the document approved yesterday there is no trace. It 's like the Planning Document was written account without any account of statements made by Berlusconi just a week ago."

ActionAid calls on the Government to clarify as soon as possible what the Italian contribution Eagle Food Initiative, an important tool to combat hunger in the world approved the last G8 meeting, and how and where financial resources will be found.

"Among the 56% reduction in funds for cooperation decided at the last Finance Act and the lack of commitments in the DPEF there were important statements of Berlusconi," said De Ponte. "And 'that Italy should therefore definitely change course and take concrete commitments and clear : leaves the fight against poverty in the world but also the credibility of the Prime Minister .

G8: ACTIONAID, 20 MILIARDI DI DOLLARI DAL VERTICE. QUALE IL REALE CONTRIBUTO DEL L’ITALIA?

Coppito, July 10 14:30 2009/ore

"The summit of L'Aquila closes with a single firm commitment by Italy : fill the hole € 130 million to the Global Fund for HIV, Tuberculosis and Malaria within one month, "said De Luca Fraia, a spokesman for ActionAid the G8, adding:" remains totally unclear the contribution that Italy will just announced to the international initiative to promote global food security, or $ 20 billion in three years. But what is the real contribution of our country? And the resources allocated will be new or will be taken away from other initiatives? "These are the questions it raises a spokesman for ActionAid .
" Prime Minister Berlusconi has taken in front of the international community a commitment to catch up on official development assistance, "says De Fraia, 'but' Italy must now clarify what the Italian contribution to 'Aquila Food Security Initiative, and how financial resources will be found because - in light of reduced funding of cooperation, at the last Finance Act, approximately 300 million € at' years - could result in the cannibalization of initiatives to combat poverty : to pay for one, you leave behind the others. "
The announcement of a new financial commitment of the G8 for food security - says ActionAid - is a signal of u n'assunzione responsibility for the billion people who suffer daily from hunger, but it is still largely insufficient , especially when it is put in place one-off and not annually. are needed 23 billion dollars a year by all the countries of G8 to tackle serious and sustained the problem of world hunger.
"With respect to monitoring the implementation of commitments taken by the G8 countries in food safety, the G8 said they had invested between 2008 and 2009, 13.45 billion dollars in response to the food crisis. ActionAid claims that this figure should actually be reduced by some of the investments in the European Union food safety, as well as loans on concessional basis. In addition, "said De Fraia," it is not clear how many of these funds are actually fresh resources.

G8 Class of 2009: Hunger Report

July 10 2009

Spokesperson: Otive Igbuzor, Head of ActionAid’s HungerFREE campaign

“The G8’s announcement of $20bn over three years is a welcome step in the right direction to get food on the table for the one billion hungry but it’s not enough to feed them all.”

“Aid for food must reach at least $23bn a year (by 2012) to reach the MDG goal of halving hunger by 2015. This takes the G8 much closer over the next few years but there is still a way to go.”

“The sums just aren’t adding up. Is this all really new money? Given the G8’s record on delivery, this is still very much a work in progress. So far they have been counting not just apples and oranges but more like apples, oranges, cauliflowers and beets".

G8,GCAP:"LEADER FERMI A PROMESSE DEL 2005 G8 IGNORA CRISI E AUMENTO POVERTA’”

" The contents of the Declaration on Development and Africa are the same we have already heard in previous summits in Gleneagles and . And while the leaders make us live a deja vu, meanwhile the overall situation is much worse . People who are hungry are more than a billion, Africa continues to remain a continent adrift. But what shocked this text is that it ignores an unprecedented financial crisis with dire consequences for the poorest countries. The G8 needs to be concrete and credible : I think this is due above all to the people of Abruzzo, which until now, as the countries of the South, has received only low-cost solidarity and reassurance. " This commentary issued by Sergio Marelli, spokesman for the Italian Coalition Against Poverty at the end of the first day of the G8.
"The objectives set out in today's statement on climate change - a reduction of '80% by 2050 of greenhouse gases by industrialized countries - are important but insufficient to address and contain within 2 degrees Celsius temperature increase because devoid of any medium-term objective to allow monitoring of progress will be fulfilled - such as reduction of 30-40% by 2020. So Laura Ciacci, spokesman Italian Coalition Against Poverty, said the statement today's climate made by the G8.

If not, this would be a further reason to establish the ineffectiveness and uselessness of summits like this. Buying Gold Bars In Dubai Is It Cheaper

E "bruschetta" I also!

raining here today and then I finally got a little 'time to stay home and update this blog lately I see that far (but as always, do not worry they are not very distant from my kitchen!) . I decided to post this lovely Sunday lunch that I prepared a few weeks ago and also to participate in this collection almost expiring divine flavor " BRUSCHETTA "!

And I would say it was a complete meal with main course and dessert!

Pronunciato all’inglese (“bec and em”) può ingannare le menti, infatti, potrebbe sembrare una bruschetta super carnivora con bacon e ham exactly ... in fact it is obviously completely vegetarian and the name is simply the initial of each ingredient (from bottom to top: B Rie, vocado A, C grind and M ushroom )!

The bruschetta dessert instead call it "sweet sweet banana " In fact, it is soooooo sweet, but with the black bread is perfect ...
and then, a little 'sweetness in most of the Sunday is always good!
I hope you like the names and matches ... I enjoyed inventing both!

BRUSCHETTA "BAC & M"

rye bread
Brie
Avocado
Carrot
cremini mushrooms
basil, olive oil, salt, lemon

Clean mushrooms, remove stems and cook them on a plate a couple of minutes per side. First with the cap upward. On the same plate to toast the bread slices. Peel the carrot and cut into strips with vegetable peeler. Put them to rest in olive oil, salt, pepper, basil and a few drops of lemon. Arrange bread on a hot thin slice of brie, a slice of avocado, a tablespoon of carrots (drained oil), and a roasted mushroom. Finish with a sprig of parsley, a few drops of oil (ok, and the advanced after removing the carrot) a sprinkling of pepper!

BRUSCHETTA “SWEET SWEET BANANA”

Pane di segale
Banana
Yoghurt bianco
Miele
Cannella
Zucchero

Tagliare la banana sliced \u200b\u200bfairly thick and caramelized in a pan with 1-2 tablespoons of sugar. Toast bread, spread with yoghurt and arrange the slices of caramelized banana, concluding with a sprinkling of cinnamon and a drizzle of honey and a mint leaf for garnish!

G8/Editoriale Frattini: ActionAid, gravi affermazioni che mettono in dubbio gli accordi appena raggiunti in sede G8

Coppito, July 9, 2009

the day that Berlusconi of Italy recognizes the delays on the appropriations for the development and is committed to a realignment, it is worrying that the Minister for Foreign Affairs overflights on the commitment set for 2010 - which calls immediate action - referring directly to 2015. ActionAid back then to ask the Prime Minister to personally guarantee the achievement of the target of 0.51% ODA / GNI by 2010, as well as commitments in the European Union and G8.

concerns raised also the words of the Minister on the public-private synergy: the commitments made by individual states in international fora, are and shall remain binding on the national institutions. The role of private funding is absolutely essential but can not be confused with the public.

G8, ACTIONAID: ENTRO VENERDI’ BERLUSCONI ANNUNCI NUOVI STANZIAMENTI

Coppito, July 8, 2009

"The first day of the summit did not register any progress on the commitments made in the past but it still represents a major challenge for Italy in the future, given the low level of investment our country in the fight against poverty. We expect therefore that Berlusconi ads by Friday a plan for realignment of Italian activities in the fight against poverty , allowing Italy to get back on track than all''Europa. This commentary Fraia De Luca, Secretary General of ActionAid , opening the first official statement the summit of L'Aquila.

"For this year," continued De Fraia, " forecasts tell us that our country will come only at an altitude of 0.16% ODA / GDP in the light of cut by more than 56% of funds development cooperation . These days there followed declarations by the Ministers Frattini and Tremonti on the fact that our country is soon to launch a plan for realignment with the objectives of Europe: 0.51% ODA / GDP by 2010 and 0, 7% ODA / GDP by 2015. Particular attention then raised with respect to the Global Fund for HIV, Tuberculosis and Malaria , which is still awaiting payment of the Italian quota for the current year , or $ 130 million, previously announced but not yet implemented. "

"We expect so," said De Fraia, "Prime Minister Berlusconi that the ads now and then in the terms of the budget bill, the realignment plan that clearly defines the contribution of our country to fight poverty."

De Fraia "fairness and transparency from the G8 on funds for food security"
Coppito, July 8, 2009

"We share the hopes of the previous LED Berlusconi in the media to Following the press conference yesterday that the summit could take place at the Italian ' adoption of a major initiative on global food security . We require, however, by members of the G8 exercise of fairness and transparency to be accounted for as contributions to so-called "food security initiative Aquila" those resources actually devoted to fighting poverty. "This statement Fraia De Luca, Secretary-General of ActionAid, the opening of the G8 in L'Aquila.

"If we look upon the rise in poverty last year, we can estimate that in just three days of the summit, more than half a million people will be added to those already suffering from chronic hunger . We therefore believe that the financial commitment of $ 15 billion announced by Prime Minister Berlusconi, is largely insufficient to give a concrete answer to the problem of exponential growth of hunger, "continues De Fraia.

Actionaid believes that for it to carry out effectively to the needs for food security at the global level is not necessary equal to an annual investment $ 23 billion from the G8 countries in 2012 . Only in this way would give a real answer to the needs estimated by the United Nations of 30 miliardi di dollari e al quale oggi i Paesi ricchi hanno risposto solo con un’erogazione pari al 10% di tale somma.

ActionAid report "The G8 and the food crisis: a losing battle?"

In view of this year's G8 summit, ActionAid published a report on global food security and the right to food. The seven recommendations contained in the document and rivlte to the G8 leaders, indicating the measures necessary to deal with in a concrete way to the food crisis:

1. to increase the resources' small-scale agriculture
2. expand social protection mechanisms
3. replenish food stocks
4. the challenge of climate change
5. change the rules of trade in agriculture: stop alla liberalizzazione forzata

G8, ActionAid: ITALY LAST PLACE IN THE FIGHT AGAINST HUNGER

De Fraia: "The G8 must invest 23 billion dollars a year for not lose credibility

"The leaders of the G8 will meet in a few hours in L'Aquila, have a unique opportunity to help stop the spiral hunger that grows inexorably from day to day: invest 23 billion dollars a year in public aid for agriculture on a small scale. This figure is part of the 30 billion a year that the FAO considers the minimum needed to boost agriculture and defeat global hunger. " This appeal Fraia De Luca, Secretary General of ActionAid, on the eve of the summit of G8 heads of state.

At the G8, the international organization has conducted an analysis that quantifies the frequency and the contribution of the G8 countries will have to give annually, by 2012, to keep the commitment made last year against la crisi alimentare globale .

Sono circa 3 i miliardi di dollari erogati finora dai paesi del G8 rispetto ai 10 that is committed to allocating food aid, social protection and agricultural subsidies . During a single year, 100 million more people fell below the poverty line . The summit next week then, is the last chance that G8 to regain credibility in the eyes of international public opinion, tired of listening to promises that are not preserved. "

BERLUSCONI / ActionAid: LAST BEACH FOR THE CREDIBILITY 'ITALY

De Fraia: "The prime minister is committed to obtaining the necessary funding for the fight against hunger"

In an interview with Bob Geldof and published this morning in La Stampa, Berlusconi has admitted the delay by Italy to fund the fight against poverty . "The many reasons for the delays, read the interview, they all seem beyond the control of the prime minister - said Fraia De Luca, Secretary General of ActionAid - But a head of government should not download elsewhere the responsibility of any misconduct that jeopardize the fight against world poverty as well as the credibility of his country and his staff. "

interview the Italian government is committed to complying with the goal of achieving by 2010 the 0.33% ODA , and finally to 0.51% in 2015. "What credibility do these statements, when Italy has halved in the last financial public aid for development? - Continued De Fraia - In the past, several times, Berlusconi said that in a few years would bring the Italian share of development aid to 1%. can not afford other statements designed to fall on deaf .

"to disclose his private initiatives in favor of an orphanage in Thailand and a hospital in Brazil, Berlusconi reaffirmed his personal commitment in the fight against poverty. But - says De Fraia - as the head of the government's first commitment must be to put Italy back on track with the commitments undertaken at international .

"Also - De Fraia ends - as it is the responsibility of the presidency of the G8 Berlusconi take concrete steps to fight poverty, from ensuring the right to food . The FAO said that in order to cope with the crisis that has sharply increased the number of hungry people over one billion, it takes 30 billion dollars a year. As the great powers the G8 must come to pay, by 2012 at least 23 billion a year : Berlusconi's personal credibility will be measured on obtaining and implementing of this result. "

ActionAid, SERVE substantial commitment and unambiguous to avoid bankruptcy

"A few hours separate us from the start of the G8. There is no time to lose, cutting 56% of funds for development cooperation is a bad card for the country to be led by the "big eight" of the earth. The first task for our government must therefore be to fill the hole created earlier this year to remove Italy from the last position among the countries that fight poverty around the world. Secondly, our country must act as guarantor of a financial nature of the ads that will be made by the Summit. " These are the words of Fraia De Luca, Secretary General of ActionAid .

"Currently, at international level, are not always the same rules used to measure the contribution to the eradication of poverty are often recorded along with support, other resources such as remittances, or investment in the private sector. That could disable any system that aims to track the use of resources made available to the genuine struggle against poverty. We hope, "said De Fraia," that Italy is the guarantor of the fact that any announcement by the Summit matched facts: poverty in the world is growing again and not being fought with words. "

ActionAid: "The G8 leaders' cowardice has become intolerable

Remember the food crisis? Food prices shot up. In Italy we realized that we wanted to make the euro more and more spending. In the South many people gave up on it. FAO convened a summit. The experts studied the possible action: tackling the high cost of food is discharged allora, sarebbe costato 30 miliardi di dollari l'anno. Risultato? I Paesi ricchi s'impegnarono a versarne 22.
